The town of Luhačovice is planning a building closure in the area of the historic core. The measure is intended to temporarily protect architecturally valuable sites from unregulated construction until the new zoning plan comes into force. The building closure is to apply to the spa colonnade or Jurkovič Avenue towards the Luhačovice dam. In other locations, on the other hand, the city is ready to support new construction.

Preserving Cultural Heritage
"It is important for us to balance the interests of investors and the interests of the city and its existing residents. We want to preserve the cultural heritage and the most architecturally valuable sites in the city. Once the historic core has been damaged, no one can replace it in its original form. On the other hand, we actively support construction in other parts of the town," explains the reasons for the proposed building closure in the centre of the town to the mayor of Luhačovice, Marian Ležák.
The building closure is aimed primarily at investors and developers for whom the land in Luhačovice's core is an attractive location.
The current building agenda is not affected by the measures
City residents' current building agenda will be virtually unaffected by the measures. Renovations and partial repairs to buildings will continue to be possible, and developers who already have a final planning permission can continue to work on their projects in the affected area.
"A building closure is an expedient measure that temporarily freezes so-called 'live construction' in the affected areas that might conflict with the emerging new master plan. The new plan will place greater emphasis on protecting the traditional character of the spa town and its architectural and urban values," explains lawyer Zuzana Malá of Frank Bold Advokáti, who is helping to set up the building closure in Luhačovice.
Blocking measures
The current Luhačovice Master Plan is outdated and does not contain the necessary regulations to protect the historic core. It will take approximately three years to prepare a new master plan, which will introduce more detailed rules for construction, including height and area limits.
The building closure is therefore a bridging measure to prevent development under the current under-regulated condition.
"We will be working hard to adopt a new zoning ordinance while the building closure is in effect. We want to better define the possible uses of the areas for development. All this concerns the historic centre. On the other hand, we welcome construction in other locations and will gladly support investors," clarifies Mayor Ležák.
The Luhačovice City Council decided unanimously to impose a building closure.
