Thanks to the relaxation of the measures, life is slowly reviving in the public space, the number of visitors is increasing day by day, which is why it is appropriate to remind the validity of local public order issues.

There are important traffic changes in the city this month, both temporary and permanent, in addition to the government measures still in place.

Compliance with Government Measures:

Officers are primarily checking on citizens these days to see if they are complying with the government measures currently in place. They are doing their best to ensure that the situation in Luhacovice continues to be managed as best as possible. Luhačovice Municipal Police does not have a single officer currently in quarantine, so there is fortunately no weakening of the workforce. They are all at work and fully dedicated to their work for the citizens. And what about fines for violating the measures? For the time being, the municipal police are not authorised to impose penalties for breaches of the measures. When a patrol of officers finds a violation, they are entitled to refer the matter to the locally competent administrative authority in case of reasonable suspicion of an offence. In the case of suspicion of a criminal offence, it shall immediately report the matter to the Police of the Czech Republic. Neither the Public Health Protection Act nor the Crisis Act contains tools for officers to resolve the matter on the spot. So far, only one detected violation has been referred. The results of more than one hundred inspections carried out so far in the streets of Luhačovice show that the majority of citizens and visitors to the town take compliance as a matter of course and respect it.

Inspection of the bus station:

From 11 May 2020 for an approximate duration of 20 weeks, due to the reconstruction of the bus station, a detour route has been designated, on which patrols will check the compliance of road users with temporary traffic signs. As needed, checks are carried out at the train station, where patrols focus on compliance with the smoking ban and preventive control of persons staying in areas intended for passengers to avoid pollution of public spaces and other possible disturbances of public order.

Checking of parking fees:

As of 28 April 2020, paid parking zones in towns and villages in the Czech Republic are no longer abolished. However, the city management has come out to meet the citizens and has given a transitional period until the end of April. From 1 May, parking fees will be paid again in Luhačovice. The parking regulation, which helps traffic and residents, is already regularly checked by the Luhačovice Municipal Police. To give you an idea, officers check up to 530 parking spaces on a typical day.

Compliance with regulations and opening hours at sports grounds:

Fifty inspections of playgrounds and sports grounds were carried out, during which patrols focused mainly on compliance with sports ground regulations, cleanliness of public spaces, integrity of play elements and the ban on dogs running loose. The patrols immediately reported minor technical defects to the technical services. During the inspections, several children playing sports without helmets were banned from the skatepark near the housing estate in the Garden Quarter. They had to stop playing sports immediately, as it is forbidden to enter the park without a helmet. This applies to all sports as there is a risk of not only falling but also of unintentionally colliding with another park user. On-site patrols regularly explain the importance of the operating regulations to the children, and then check their compliance. The park's operating hours during this period are set by the regulations from 1 May to 30 September from 7.00 am to 8.00 pm. Other operating hours are possible only by agreement with the operator.

Protection of springs and drinking fountains:

You will have noticed that the public drinking fountains of our salubrious springs are now back in operation. The foot patrol also pays attention to inspecting the mineral springs and drinking fountains, focusing on visitor behavior and monitoring the cleanliness of the healing springs.

Park inspections: the patrols are primarily preventive when running errands in the parks. Their presence maintains public order, communicates with citizens and visitors to the city. They record, solve or transfer the findings to the city authorities.

The cadastre of Luhačovice is divided into districts I, II, III, IV. These are assigned to individual precinct officers with personal responsibility. The function of the precinct officer is to have more personal responsibility for the assigned precinct and closer contact with the citizens. Together with the Luhačovice Municipal Police, the Police of the Czech Republic is also involved in ensuring the protection of public order and security in the town.
