Due to the well-developing epidemiological situation, shops, restaurants and services will be allowed to open earlier than planned in the original five-stage plan. For example, shops with an area of up to 2,500 square meters may open as early as Monday, April 27. Measures concerning the free movement of people are also being relaxed. People can be in public from Friday 24 April, even in groups of up to ten people, provided that they keep the required distances and wear veils. At the same time, the previous restrictions on movement, which only allowed necessary movements for shopping, commuting and so on, are being lifted.

For Luhačovice, the relaxation concerning spas, restaurants and hotels is a very important change. As of Monday, April 27, the ban that prevented spa establishments from accepting new patients for medical stays was lifted. As of this date, spas are now allowed to accept new clients, subject to strict operating restrictions. These are: accommodation of patients only in single rooms (unless they are members of a joint household), observance of meal spacing, limitation of group treatments to five participants. Only patients (or their companions) on a therapeutic stay may be accommodated by spa facilities.

Restaurants and hotels will also open earlier than originally anticipated. Under the government's new plan, restaurants with window service and a garden will be able to operate from 11 May, while all restaurants and hotels will be able to open from 25 May. For example, theatre visits will also be allowed during this period, but the conditions are still to be specified. The rules for the opening of other institutions are also being relaxed. The question is, of course, how quickly businesses and institutions will be able to react to the new dates and when individual establishments will actually open. The new plan for relaxing measures is also publicly announced, with the understanding that its implementation may be affected by further developments in the epidemiological situation.
